Going back 20+ years, didn’t there used to be a rule in which 18 year old kids could only be drafted in the first round? Would that be an option here?

I’m not sure about that but the original draft rules were players had to be 20 years old before they could be drafted. The NHL changed it because the WHA broke the gentlemen’s agreement and WHA teams began treating 17 and 18 year old as free agents and signed them to pro deals. It was a desperate ploy by a dying league that scared the NHL enough to permanently change the draft rules.
